<p>In recent years, the cost of oil has steadily risen due to a number of factors:</p>

<li>According to the Energy Department, U.S. refineries are operating at just 89% capacity, the lowest utilization rate in about 15 years.
<li>Auto sales are up as Chinese demand for both commercial and personal vehicles is surging.
<li>Volatile geopolitical conditions in numerous oil-producing countries (such as Iran, Iraq, Venezuela and Nigeria) heighten the threat of supply disruptions. </li>
